system locale

How I can change system locale in win7 pe by mount wimfile & unmount befor building win7 pe ?????

Not a good thing to do, the location is a tricky part. Why do you want to do it before building ?
However, if you want to look at, up to YOU. The plugin is Build\locale.script with in addition Format.script, KeyBoard.script, TimeZone.script and HostOS Import Manager.script.
