command to create new plain plugins, available on all projects

Tip:
Utils\"PC Packed" have small "e" button at down-right to create new plain plugin ;)

For Plugin Authors who like to start writing from ground 0 
or to easly write code snippets around 

If you do not know writing plugins,
 you do not need 'Plugin Creator New (Plain)',
  Following 'Plugin Creator' would fit you better.


Here you go, put your project's Utils Folder

v2 dl 40 + v3 dl 20 + v4 dl 300

Plugin Creator New (Plain) is now available,

Tip: 'Plugin Create Associate' also gives similar option with Explorer new template feature.
