Proxy Settings + WinHTTP

There are now 2 new plugins on all projects (SE and Gena)

1) Utils\'Proxy Settings'
2) Utils\'Proxy Settings - WinHTTP'

Since most proxy users have IE proxy settings, follow instructions to easily import proxy settings from IE.
(Custom option also available for advanced users)

1) Utils\'Proxy Settings'
Will get all Download buttons on plugins work behind proxy. 
+ Once Proxy Settings Saved, All Projects use same settings (no need to save for each project)

2) Utils\'Proxy Settings - WinHTTP'
This will have applications that use WinHTTP use proxy.
(like adding proxy settings to wget)
Settings written to HostOS registry.

|                        If you are a new SE user behind proxy,
|   you will need to set "Utils\'Proxy Settings - WinHTTP'" setting at least once
|          to get one time small downloads from internet at first build

Development Goes, slowly but always forward..

"Proxy Settings" Plugin (v12) now have a new Advanced Setting

Advanced UI -->

"Disable DownloadX" Button
"Enable DownloadX" Button

Info:
Most Plugins have Download and Compare Buttons that Download/Update or Compare Plugins from Plugin/Project server.

If Server goes offline
OR
If you like to work in offline mode

Click "Disable DownloadX" Button

This will only affect Download and Compare Buttons on plugins,
 Download and Compare buttons work with backup plugin instead of the one on server.
As a result
Download  button will revert back to backed up Plugin
Compare button will compare with  backed up Plugin

Memo: Other Download buttons on plugins works as before
 Eg. Apps\File Tasks\"Q-Dir Nenad" --> "Update Plugin" button will download latest Q-Dir from Q-Dir website
