Normal WinBuilder is not doing anything against Win10 PE license, but I don't know what exactly happens within your project application.
"Normal WinBuilder" with only winbuilder.exe is same with CMD.exe , do not do anything alone.

Follow MS license to use PE and a copy of Windows on PC on your company,

PS. Is there any way I could add logo of my company in My computer properties to make it look more proffesional?
Better leave logo as it is, it will be more professional for other technicians to find here.
