WIN7SPE and Bitlocker

Hi
Guys just created win7spe with the bit-locker option ticked. i have booted laptop with CD and i go to desktop but i cant get the manage-bde command to work and i cant see the option in control panel as per the help file.

the error message i get when running from command line is

error: An error occurred (0x80041013)
Provider load Failure.

has anyone come across this error before?
any help would be appreciated.

Bitlocker plugin is installed (Win7ultimate-32bit base) and working only for decryption.

Management like changing key/ password or encrypting a new partition/ drive does not work for me.

There seems to be kown issues for Win8.1PE-64bit:
I think that It is better not to add Bitlocker in the control panel, its management is not complete.
The plugin for WinPE is essentially to unlock a drive, not to fully manage BitLocker.
