BCD Editing (and dot net question)

Is there a way to use one of the visual BCD editors in Win7PESE? 
Visual BCD Editor - http://www.boyans.net/
Easy BCD - http://neosmart.net/EasyBCD/

I've tried but it appears they both need dot net, so my second question is  - how do I install dot net?

 .NET Framework works in Win8 - Win10
And EasyBCD2.2 works with .NET installed
