I get this error often.
Why does it occur?
SSShim.dll file is present.

sometimes I get it to work but using a new windows 7 iso and uninstalling aik and reinstalling.
but it always comes back.
Just not understanding what I can do to permanently fix it.
Any Help would be much appreciated.

That's not a windows 7 what you have there, is a windows Vista.

Your vista SP0 is too old to use dism.

In your dism log the version 6.0.6000.16386 is searched for. That's a Vista SP0 RTM version.
So either your mounted sources is vista (unlikely) or you installed a Vista ADK version.
