bcdedit from Windows ADK for Windows 10 anniversary update v1607 (build 14393) does not work on Windows 7 machine. Thanks Aeolis to alarm us.
To workaround this MS "bug!", bcdedit v10.0.586.0 is now used.

The project now supports multi language fallback. We had 2 levels before as fr-FR > en-US or en-GB > en-US.
     It allows building with ISOs, such as Windows 10 SpanishMexico, With Multilingual User Interface (MUI):
     Spanish (Mexico) > Spanish (International) > English (United States) or es-MX > es-ES > en-US
     It uses updated tools: Wiminfo 1.3.0 Thanks JFX, FindLanguages 1.1.0, LCIDUtil 1.1.0

Chief PluginCache: Create/Restore cache automatically for very fast 'Basic' + 'Components' builds.
     The second building and followings can be up to 2 times faster.

Logon as Admin: Choose between the System (default) or Administrator session at startup with a countdown (3 sec)
     It takes now 3 additional (or less in case of choice) seconds to start compared to a standard building
     With the advantage of letting you choose the session to start, and this with the same construction

In Chief PluginCache, I disable both options: Enable Basic and Components PluginCache as default value.
The Cache can be a concern for "a beginner".
In case of problems during the first construction, the following builds start with the same base and same problems.
For "advanced" users, you can enable these options to save Timeeee.

Chief PluginCache: Enable Basic and Components PluginCache are activated again, by default. To keep construction speed.
   In case of problems during building or at startup, enable 'Create Support Log' in Main Configuration. The cache is not used in this case.
PostConfig: Added rights before building boot.wim to try to avoid a black screen at startup in case of User's specific rights.
Macro Library (ML), Network: Addition for netsh wlan in Win10 1607
