how to copy files to Windows folders?

how to copy files to the following Windows folders:

Windows\System32\
Windows\System32\drivers\
Windows\SysWOW64\

this script does not work:
Set,%TargetWOW64%,%Target_Win%\SysWOW64
FileCopy,"%ScriptDir%\SysWOW64 files\oledlg.dll","%TargetWOW64%"
