New to PXE boot, issues with Gandalf Redstone 3

I added my Gandalf Redstone 3 ISO to a PXE boot running Windows 2019 Server, and the deployment server itself is in a virtual machine running Server 2019.

I can boot to Gandalf no problem on the network, but all the programs that come packaged with it show up in the start menu folders but the icons are blank and they do not launch, I have fiddled with this for hours and I cannot find a solution.

If I take the same ISO and flash it to a USB stick and boot to it that way, all the programs work without any issues.
