I try to build a Win 8.1 x64 PE and add some portable tools. The reason to do it on that way is that the LiveCD will be shared for conditions where the user can't use TAILS as LiveCD (some sites don't give you access if you are coming from TOR).

My problem is that the IEEE 802.1X authentication protocol is not supported in Windows Preinstall Environment (PE) 3.0, but now there is a MS fix (Windows6.1-KB972831-x64.msu)

https://support.microsoft.com/en-us/help/979265/windows-preinstall-environment-pe-3-0-does-not-support-remote-network

Resolution

To resolve this issue, you must customize the Windows PE 3.0 Boot.wim file. To do this, mount the Boot.wim file and install the following hotfix by using Dism.exe. After you apply this hotfix, unmount the Boot.wim file and commit the changes. Then, follow the instructions in the Windows Automated Installation Kit (Windows AIK) or in the Windows OEM Preinstallation Kit (Windows OPK) to create Windows PE 3.0 on a USB Flash Device (UFD) or to a CD/DVD. Windows PE 3.0 will now support RNDIS.
