Is the latest project download link/server broken?

I've been trying to download the latest Win8.1se project but I keep getting a "Server Reset" message.  Could there be an issue with the download link or server?

download zip distribution Win81SE works fine here. 
currently tested with Win8.1SE_2016-12-23.zip

Following other topic,
If you have Win10PESE,
 On builder See:

>Win10PESE
>> Utils\"Download Other Projects"

Follow 3 step instructions with "Win8.1SE" button,
 This will get you up to date "Win8.1SE" from server. 

I tried this from two different locations/sites.  I even tried downloading to my phone.  Always got a "Server Reset" message...

-> BOTH LOCATIONS (and my Phone on WiFi) were passing through the same model router/firewall.  (We have the same equipment at both locations).

Once I switched off WiFi on my phone, it seems to be downloading.  So it appears to be something my router/firewalls don't like...

If I get a chance to run this down, I'll post what I find out (just as an FYI)...
