Why I do not find any tool in win7pe that remove shortcut virus from PC???

We need tool run in win7pe that clean pc from this virus that is existing in pc

There are plenty of antivirus programs you can add to your Win7PE to cleanup an infected computer. Once that is done, you can easily remove for the shortcuts, using the command prompt with administrative rights. You can type del *.lnk to remove them from the root directory. To remove folder attributes that might have been changed by the virus, you can use attrib *.* -r -a -s -h /s /d all from the same command prompt. You may later wish to rehide some of those folders.

You solve problem that is existing in flash memory but virus still in pc.. We need tool or antivirus that remove the virus from PC

You have plenty of options available:

1) Make your own custom PE disk using the available projects on this site.

For example: If you are using Win10PESE project you can add a few plugins such as:

ESET SmartInstaller Online Scanner http://theoven.org/index.php?topic=523.0
Malwarebytes Anti-Malware http://theoven.org/index.php?topic=1413.0

You can also add other compatible plugins from the Gena and Yomi projects.

Making your custom PE disk also allows you to add several portable apps, either by making your own plugin or by using the portable apps plugin. You will need to download the app you plan to use.

Some portable apps you can use are:

2) Download an already made disk from a Antivirus Vendor

If you don't want to make your own PE disk (or you still have doubts on whether your pc is clean enough), there are plenty of already made live cds or dvds you can use such as:

3) Once you remove the infection from a PE environment, you'll still need to run a few tools from within your Operating System to finish cleaning up the pc.

4) If your pc is still misbehaving after running all the cleanup tools, you might need to format and reinstall or restore from Factory Image.

If you end up doing this, you can use an external drive and a PE disk to backup your personal files before doing it. This option would force you to reinstall all your programs.

5) Improve your pc security once you have it back to working condition

Once your pc is clean and working, you need to take measure to avoid getting a new infection. Some of those measures are applying all security updates, disabling autorun, and installing a good antivirus/antimalware/firewall suite. There is plenty of information in google on how you can do this.
