re: Windows 10 19H2.

Microsoft has now officially named this update as “Windows 10 November 2019 Update”.
Build 18363.418 is the final build of Windows 10 November 2019 Update (version 1909) and it includes all the new features as well as the latest KB4517389 fixes.
Microsoft also mentioned that they are planning to move Windows Insiders who are in the Slow ring to 20H1.

What's more confusing is that there are two slow rings. People in one of them have been getting the 20H1 builds for months. After 1903 build was finished MS moved both slow and fast rings to 20H1. Those that remained on release preview got the 19H2 builds. Once you started getting those builds if you changed to the slow ring then you did not get the 20H1 builds. Looks like that will be changing shortly.
