I  currently have been given a working Win7PE on a USB stick that was created with WinBuilder

1. My question is how can i update this working win7pe with more programs?    If so how?

2. Acronis TrueImage is working on the win7pe, can i extract the files and put it on a NEW  working win7pe?

well,

Win7PE SE
but any Win7PE created with winbuilder, we do not care that part, winbuilder can not create Win7PE, you must contact to specific project author / name

replying your questions on Win7PE SE bases:
1) There is such update thing developed, you have to do such thing (updating existed )manually
1b) Projects updated, which requires your rebuild

2) who knows, try and see, and if it does not work (probably (exception: if someone made a "portable" version) ), better write a plugin and share around

Lancelot.

I apologize,  I meant to say WinPE SE.

A friend of a friend gave this USB to me.  I DO NOT have the original build.  I just have the working WINPE SE on USB.

1.  The USB boot and works fine, but without the build I do not know how to manually as you stated.

2.  I have been able to extract the files from the  USB but it requires missing files injected into the wim.

but if you telling me it cant be done, well then thanks for responding.

I told / wrote it can be done manually, you will only play with files, so it will not hurt usb bootable...
rest is commands / tools you have. (an iso tool like ultraiso, mount wims, add/remove files, recreate iso, copy back to usb)

just spend some time to figure out  it will be quite easy.

On the other hand, it is more fun and easier to rebuild your self
and get result of your existing one
as bonus with updates you have not noticed yet
