Changelog and upgrade question

Hi All,
  Three questions:
  Is there a change log for the new versions of 10XPE?
  Can I upgrade the old XPE from within the PEBuilder program?
  If not, can I just download the new version and unzip it to the same folder with overwrite, or should I create a new folder?
