Problem with country settings

I have built gena using WinXP SP3 sources

How do I set the "Control Panel\International\sCountry" and any other country related settings to United Kingdom?

We don't have such plugin, since nobody interested yet.

Changing Keyboard settings takes lots of interests, we have
Gena\Finals\1 Optimizations\"WesternEurope Language Group"
plugin where 'United Kingdom' and 'United Kingdom Extended' keyboards available, which may take your interest.
