Unable to download definitions

So after downloading the latest build (2019-03-14) and building in WinBuilder, I am getting an error popup that says ClamWin AV and Trend Micro cannot connect to the internet to perform definition updates. Yet, I am able to get on the internet  and even perform a ping to google to verify that I have an active network connection. Anyone have any ideas?

can't help, don't use or even have either plugin

These are portable apps that launch from within the build, so they are not scripted.
