Is this a WinSxS problem?

I am trying to run the standalone app WinContig (http://wincontig.mdtzone.it/en/) from the B: drive (RAM)

I download the file from http://www.mdtzone.it/Files/WContig.zip and unzip it to B:\ but when the app won't start, it silently does nothing.

For some reason I think it may be related to the version of comctl32.dll

Strange because an older version of this app works fine, if I test the app in a WinXP SP3 virtual machine it works.

Please somebody test this booted from Gena version 1
