can't set IconSpacing to -1125

   I'm test to build Win8.1PESe and try to set IconSpacing in registry to -1125,  it donot working
 How to fix this ploblem

For IconSpacing it is also linked to window metrics :

The window metrics are applied from the msstyle on first logon.
This seamed to be the best way to support multiple languages and different themes.
