Is there any way to made the Plugin Creator Script, as stand-alone?

I mean so i can use it to made the plugins at same time the winbuilder is working, and i can use some free time to made plugins.

Another question:

Is any special sub-forum where to put the plugins i made? i have like 40 aplications plugins to share.
