Create Windows RE 10

By paragraph "Windows RE optional components" of this article https[xxx]://msdn.microsoft.com/en-us/library/windows/hardware/dn938382(v=vs.85).aspx, I thought that if I add those components to the basic version of Windows PE 10, I could create Windows RE 10. Right?

Already done if you use winre.wim directly from the recovery partition.
or from Windows\System32\Recovery inside install.wim, as Win10pese does.
 

However Windows RE can also be created by adding the components to Windows PE as I assumed in my first post?

It should but all the components of WinRE are not included in Win10 ADK.
