Cannot open Admin Tools in the Control Panel

Hello,

Instead get message 'Location is not available'.

X:\ProgramData\Microsoft\Windows\Start Menu\Programs\Administrative Tools refers to a location that is unavailable

Is this normal behaviour or I have done something wrong?

It remains a WinPE, not a real Windows 
Many functions are not useful in this environment (eg: Task Scheduler) and to try to keep it light enough.
However you will find in MMC (Microsoft Management Console), some useful shortcuts.
