If you take the driver from Windows 8 USB3.0 and integrate in WinPE_SE.

usbxhci.inf

Will they be universal ?

Theorically a universal usb3 driver possible, I do not know if w8 usb3 driver universal or not

yes, they will most likely be universal. But you can't use them for Win7(PE).

Yes, in Win7PE not work.

I suggest to try the utility: MyUSBEjecter_v109en.exe (15kb).
