I could find time to test, it seems conversion I made last night was wrong....

I guess now I understand related things better 

plugin (v16) now includes
StartMenu_Local_Apps_Korean_zh-TW_Chinese_Traditional_Big5.cmd
StartMenu_Local_Apps_Korean_ko-KR_Korean_Windows949.cmd

which can be used for none utf (without chcp 65001)

For now desktop.ini used for Accessibility which converts Folder name to local language visually.

Since projects support none-enu sources, and most people use their local source, nothing urgent.

I comment out same conversion on some different variables to avoid malfunction or bad results.

( inspect evidence without touching using PE  )

Well a lot HD applications fit this definition.
Some people on internet like using "Forensic" name. I guess to sell things to Police Department.
Folder is there but empty for a long while now, you can ignore.
