Set Disk to Read Only on Startup

Is there a way to script setting the hard disk to Read Only?  I tried scripting a diskpart command, I can take the disk offline but the set readonly command fails.  I can use Wprotect and do it but was looking for a way to script it to happen at startup.

Yes sorry more details.  I thought of that but I need to be able to get to the hard drive and pull data from it.

This is a rescue boot disk so I can read an encrypted hard drive and get data from it.  The problem is if the hard drive is online and not read only when you authenticate to the encryption program it writes to the drive and then it isn't readable after that.  The best way is to make the hard drive read only and leave it online.  Then I can pull the data I need from it.
